The CLASS Act provisions create a voluntary long-term care insurance program funded entirely by premiums. Each year, Americans of all ages learn that they need long-term care, including home health aides, nursing home care, and other services, often because of injuries or age-related disabilities. However, many forms of healthcare coverage, including Medicare, do not cover most of these services. The situation is further compounded by a lack of available or affordable long-term healthcare insurance, especially if those applying for it already have diabetes, heart disease, or any number of other pre-existing conditions.

“This legislation provides a safety net for people who find themselves in dire straits and can’t turn to existing healthcare coverage,” said Rachel Goldberg, Ph.D., B’nai B’rith International’s director of senior advocacy. “By buying into a large pool insurance program funded by their own premiums, they are then able to collect benefits if they ever need long-term care. The inclusion of these provisions would allow people to get affordable, guaranteed issue coverage.”

The Congressional Budget Office says the provisions derived from the CLASS Act are financially sound, and not just for 10 or 20 years, but for the foreseeable future. Because the program is voluntary and pays for itself, it would not allow federal funds to be used to support benefits and is not an entitlement program.

“The provisions from the CLASS Act achieve several of the six principles B’nai B’rith believes are vital for creating a successful healthcare program,” said B’nai B’rith International President Dennis W. Glick. “In order to develop a plan that can help Americans in need, healthcare must be comprehensive as well as accessible and affordable for all. But reform also has to address long-term care needs. These provisions from the CLASS Act in the Senate and House bills create the opportunity for millions to access long-term services and supports.”
