I. Aims
- The B'nai B'rith World Center Award for Journalism in memory of Wolf and Hilda Matsdorf ("the Award") was established in 1991 as a vehicle to recognize excellence in reporting, in the Israeli media, on contemporary Diaspora Jewish communities and on the state of Israel-Diaspora relations today. The aim of the Award is to stimulate public awareness in Israel about the current condition of Jewish communities around the world and Israel-Diaspora relations. The B'nai B'rith World Center established the Award as part of its principal purpose to serve "as major bridge linking the Jews of Israel and the Diaspora and as a significant instrumentality for achieving better mutual understanding and stronger ties within World Jewry" (from its Statement of Purpose). The Award was established in recognition of the important contribution the media can make in strengthening the relationship between Israel and world Jewry, so essential for the survival of both, through increased, qualitative, consideration.
- The Award was established in memory of Dr. Wolf Matsdorf, a veteran Jerusalem journalist and active member of the B'nai B'rith World Center Executive Committee (d. 13 Elul 5749 – September 11, 1989). Since her death (d. 22 Kislev 5756 – December 15, 1995), the Award also memorializes Wolf's wife, Hilda, a pioneer in Israel in the field of social welfare of children.
- The Award will be conferred once yearly on the author of an outstanding entry (see definitions of terms in Chapter VII) which, in the opinion of the jury, contributed most to the understanding in Israel of the contemporary Jewish Diaspora and Israel-Diaspora relations.
- By decision of the Jury, citations of "Certificate of Merit", "Lifetime Achievement" and "Excellence" may also be conferred. (the citations)
II. Eligibility
- Authors must be Israeli residents at the time of publication (see Chapter VIII). Entries must appear in Israeli publications or on Israeli radio or television stations during a given period, to be determined by the B'nai B'rith World Center Executive Committee ("Executive Committee").
- An award winner will not be candidate again for a period of three consecutive years after winning the Award.
III. Submission of Entries
- Entries may be submitted by the authors themselves or upon recommendation by others. All entries must be accompanied by a fully completed official entry form. Print entries must include a copy of the article as it appeared, together with the date of publication. Radio and television entries must include, respectively, an audio or video recording of the program, with indication of the station and time of broadcast. Entries can be in any language, but entries that appeared or were broadcast in any language other then Hebrew or English must be accompanied by a translation into either of these languages. Multiple entries may be submitted.
- The World Center reserves the right to approach particular authors and encourage submission of their articles for consideration. It also reserves the right to refrain form making an award if no entry deemed worthy is submitted, or for any other justified reason.
- Articles or programs authored by members of the Award Jury, Executive Committee or any of the World Center bodies are not eligible for consideration for the Award.
IV. The Award
The Award will consist of a certificate and cash prize or equivalent. The amount of the cash award will be determined each year by the Executive Committee.
V. Essay Competition
In the framework of the Award, an essay competition in Memory of Gutman Rabinovich will also be held among students of journalism at universities and colleges in Israel on the topic of the award (I. 1 above). The approach to students and the presentations of entries will be undertaken through the secretariat of the facilities of journalism. The author must be a resident of Israel and a registered student at the time of application.
VI. Jury
- The Jury will select a chairman among its members.
- In choosing the winner of the essay contest, the jury will consider such elements as research, accuracy, length. Originality and style.
- In choosing the winner of the award and other citations, the Jury will consider such elements as research, accuracy, length, originality, style and impact. The jury is encouraged to give preference to entries that appeared in sources that had not yet been recognized by the award.
- The Jury will choose among its members a representative to present the Jury's decision at the Award ceremony.
- The director of the B'nai B'rith World Center ("the Director") will serve as secretary of the Award Jury.
- The Jury will render its decisions by majority of those voting (excluding abstentions). In the case of a tied vote, the chairmen's vote will be counted twice.
VII. Executive Committee and Secretariat
1. The Executive Committee of the B'nai B'rith World Center will:a. adopt a budget, including the amount of the cash prize to be awarded;
b. approve the program for the Award ceremony;
c. set relevant dates pertaining to submissions, period under consideration and Award ceremony;
d. appoint the members of the Jury;
e. amend these Rules and Guidelines as necessary;
The Executive Committee may defer any or al of these responsibilities to sub-Committee. 2. The Award Secretariat will:a. review all entries for the Award competition for eligibility and present only those eligible to the Jury for consideration. It should be emphasized in this connection that Award is made for entries on contemporary Jewish Communities and Israel-Diaspora relations today, and not for material of a purely historical nature;
b. develop a budget for approval by the Executive Committee;
c. devise a program for the Award ceremony for consideration by the Executive Committee;
d. set meeting of the jury to reasonably allow the participation of a maximum number of members.
VIII. Award Ceremony
The Award ceremony will include all or the following elements:
a. greeting and message from the Chairperson of B'nai B'rith International and/or the Chairperson of the B'nai B'rith World Center or their designated representatives;
b. presentation of the Jury's decision by a member of the Award Jury;
c. response by the Award winner;
d. keynote address by a invited guest.
IX. Terms
1. "author"- for written entries:
The person or persons appearing in the by-line or the editor of a collection of articles
for broadcast entries (radio or television):
the presenter, anchor, script writer, director, editor or producer or any combination thereof as listed in the application form or as otherwise determined by the jury.
2. "entry/entries"- for print entries:
Publication in a newspaper, journal or magazine published in Israel which appears at least bi-annually.
For broadcast entries (radio or television):
Broadcast on Israeli national or regional radio and television stations or on Israeli cable or satellite television stations.
For electronic publications:
Israeli web sites

כללים והנחיות
מטרות
הפרס לעיתונאות של המרכז העולמי של בני ברית לזכרם של וולף והילדה מטסדורף (להלן: "הפרס") נוסד ב-1991 כאמצעי להוקרה במצוינות בסיקור של התקשורת הישראלית אודות קהילות יהודיות בנות זמננו בתפוצות ועל מצב יחסי ישראל-תפוצות היום. מטרת הפרס היא לעודד ולשפר את המודעות הציבורית בישראל לגבי מצבן העכשווי של קהילות יהודיות בעולם ויחסי ישראל-תפוצות. המרכז העולמי של בני ברית ייסד את הפרס כמרכיב ממטרתו העיקרית לשרת "כגשר חשוב המקשר בין היהודים בישראל והתפוצות וככלי משמעותי להשגת הבנה הדדית טובה יותר וקשרים חזקים יותר בתוך העולם היהודי" (מתוך הצהרת המטרות של המרכז העולמי). הפרס נוסד מתוך הכרה בתרומה החשובה שהתקשורת יכולה להעניק לחיזוק הקשרים בין ישראל והעולם היהודי, שכל כך הכרחי להישרדות שניהם, על ידי תגבור הניתוח האיכותי.
הפרס נוסד לזכרם של ד"ר וולף מטסדורף, עיתונאי ותיק מירושלים וחבר פעיל בוועד הפועל של המרכז העולמי של בני ברית (נפטר בי"ג באלול, 11 בספטמבר 1989). מאז מותה (כ"ב בכסלו, 15 בדצמבר 1995), הפרס מוקדש גם לזכרה של רעייתו של וולף, הילדה, חלוצה בישראל בתחום העבודה הסוציאלית עם ילדים.
הפרס יוענק מדי שנה למחבר של פרסום (ראה הגדרת מונחים בפרק ח') מצויין שלדעת חבר השופטים תרם משמעותית להבנה בישראל של התפוצות ויחסי ישראל-תפוצות.
על פי החלטת השופטים יוענקו גם תואר "ציון לשבח", "מפעל חיים" ו"מצויינות" (להלן "הציונים").
זכאות למועמדות
על המחבר להיות תושבי ישראל בזמן פרסום הכתבה. על הכתבות המוגשות להופיע בפרסומים ישראלים או בתחנות הטלוויזיה או הרדיו הישראליות במהלך תקופת זמן מסויימת שתקבע על ידי הוועד הפועל של המרכז העולמי של בני ברית (להלן "הוועד הפועל").
חתן הפרס לא יהיה מועמד שוב לפרס במשך שלוש שנים רצופות לאחר שנת הזכייה.
הגשת מועמדות
את הכתבה יכול להגיש המועמד עצמו או כל ממליץ. כל כתבה שתוגש תלווה בטופס הרשמה כשהוא מולא בדייקנות. כתבה כתובה תוגש במקור או בהעתק מהמקור בצירוף שם העיתון ותאריך הפרסום. פרסום משודר יוגש על גבי מדיה דיגיטלית בציון תאריך השידור ושם התחנה המשדרת. זכאיים לעמוד לתחרות פרסומים שפורסמו בכל שפה, אך פרסומים שמקורם אינם בעברית או באנגלית תלוונה בתרגום מדויק לאחת משפות אלו. משתתף רשאי להגיש מספר כתבות.
המרכז העולמי שומר לעצמו את הזכות לפנות ישירות לעיתונאים ואנשי תקשורת כדי לעודד הגשת כתבות לתחרות. הוא שומר לעצמו את הזכות להמנע מהענקת הפרס אם לא הוגש פרסום ראוי או מכל סיבה מוצדקת אחרת.
חברי חבר השופטים, חברי וועד הפועל או כל חבר במרכז העולמי אינם זכאים להתמודד לפרס.
הפרס
הפרס הינו תעודה ופרס כספי או שווה ערך. סכום הפרס הכספי ייקבע מדי שנה על ידי הוועד הפועל.
ה. תחרות חיבורי
במסגרת הפרס תתקיים גם תחרות חיבורים ע"ש גוטמן רבינוביץ מאת סטודנטים לתקשורת באוניברסיטאות ומכללות בארץ על נושא הפרס (א. ו. לעיל). הפנייה לסטודנטים והגשת החיבורים תעשה באמצעות מזכירות החוגים לתקשורת. על מחבר החיבור להיות תושב ישראל וסטודנט מן המניין בשעת הגשת החיבור.
ו. חבר השופטים
חברי חבר השופטים יבחרו ביו"ר מבין חבריו.
בבחירת הזוכה בפרס ובציונים, חבר השופטים שוקל מרכיבים כגון מחקר, דיוק, אורך, מקוריות, סגנון והשפעה. חבר השופטים מונחה להעדיף הגשות מכלי תקשורת שטרם קבלו את הפרס.
בבחירת הזוכה בתחרות החיבורים, חבר השופטים ישקול מרכיבים כגון מחקר, דיוק, אורך, מקוריות וסגנון.
חבר השופטים יבחר נציג/ים מבין חבריו להציג את נימוקי חבר השופטים בטקס הפרס.
מנהל המרכז העולמי של בני ברית (להלן "המנהל") ישמש כמזכיר חבר השופטים.
חבר השופטים יחליט לפי רוב קולות של המשתתפים בהצבעה (לא כולל נמנעים). במקרה של תיקו קולו של היו"ר יספר פעמיים.
הוועד הפועל ומזכירות
הוועד הפועל של המרכז העולמי:
יקבע מסגרת תקציב שתכלול את הפרס הכספי.
יאשר את תוכנית טקס הפרס.
יקבע מועדים הקשורים למהלך הגשת הכתבות והתקופה לשיפוט וכן תאריך לקיום טקס הפרס.
ימנה את חברי חבר השופטים.
יתקן כללים והנחיות אלו במידת הצורך.
הוועד הפועל רשאי להעביר חלק או את כל הסמכויות שלעיל לתת-וועדה.
מזכירות הפרס:
יבדוק את זכאותם של כל הפרסומים שהוגשו לתחרות ויציג לחבר השופטים רק את הזכאיות מביניהם. יש להדגיש בהקשר זה כי הפרס יוענק לכתבות אודות קהילות יהודיות בתפוצות ויחסי ישראל-תפוצות. כתבות היסטוריות במהותן לא תתקבלנה לתחרות.

ז. טקס הפרס
טקס הפרס יכלול את כל המרכיבים הבאים:
ברכות ונאום מפי יו"ר בני ברית העולמי ו/או מיו"ר המרכז העולמי של בני ברית או נציג מטעמם.
הצגת נימוקי השופטים על ידי חבר חבר השופטים.
נאום תודה מפי זוכה הפרס ו/או חתן הפרס לסטודנט ו/או האותות האחרים.
הרצאת אורח.
ח. מונחים
1. "מחבר" - עבור כתבות מודפסות:
איש או אנשים המופיעים ככותבי הכתבה או העורך של קובץ מאמרים.
עבור כתבות משודרות (רדיו או טלוויזיה):
מגיש, מנחה, תסריטאי, במאי, עורך או מפיק או כל צירוף אחר ככתוב בטופס ההרשמה או שנקבע על ידי חבר השופטים.
2. "פרסום"- עבור כתבות מודפסות:
פרסום בעיתון, ירחון או מגזין היוצא לאור בישראל לפחות פעמיים בשנה.
עבור כתבות משודרות (טלוויזיה או רדיו):
ששודרה או הועברה בכבלים בתחנת רדיו או טלוויזיה ארצית או אזורית .
עבור כתבות בעיתונות המקוונת:
כתבה שהופיעה באתרי אינטרנט ישראלים.
כפי שאושר על ידי הוועד הפועל של המרכז העולמי של בני ברית .
